Contract Negotiations Update
As of February 11th, 2026, a tentative agreement has yet to be reached with the company. The officers and BRC General President Grissom are still committed to working on a deal that will benefit members and their families.

Carman/Welding instructor in St. Paul, MN
If there is anyone interested in a carmen/welding instructor position in St. Paul, there is a vacancy open through the TCU/IAM youth training program. Details are below. The TCU has had success in the past in obtaining a leave of absence for the members for these positions.

No Tax On Overtime Legislation
The TCU’s legislative department has been pushing for legislation to expand the Overtime Tax Deduction to railroad workers. There’s a bipartisan bill introduced and you can easily email your member of Congress to voice your support. Update to the Clothing allowance (Article 10, Section 5)
The Local and the BRC have come to an agreement with TTX to raise the clothing allowance by an additional $50 for "incidental use of personal cell phones". Please see the memorandum and new CBA language below.

FRA Alcohol Limits For Random Drug Tests
Beginning June 1, 2022 the FRA has conducted random drug tests for all railroad employees. Along with a dug test they will also test your Blood Alcohol Concentration, (BAC) level to make sure you are not under the influence of alcohol. Your BAC level cannot be above .02 when you are tested. If you are tested and you have a level that is greater than .02 that violates TTX’s Drug and Alcohol Policy. The Department of Transportation handbook has different rules, but they leave the final ruling in the hands of the company. If you think you need help with substance abuse you must seek assistance before you are tested. See Addendum C Section 10 in the contract for more information, or contact your local Zone Committeeman. Below is the DOT handbook with the alcohol testing highlighted in orange. Also below is a letter with more detail that you are encouraged to read and post at your locations.

New Floating/Flexing Agreement
An agreement has been finalized during the 2020 contract negotiations which stipulates the rules that the company has to follow for floating a member to other locations. Below is the agreement.

New FRA Drug and Alcohol Regulations-Random Drug Tests
Beginning March 4, 2022 the FRA has mandated that all railroads start issuing random drug tests for all their employees. The Railroads are required within 60 days to submit their testing plans to the FRA. Once their plan is approved by the FRA, then they will start their random testing. If you think you need help with substance abuse you must seek assistance before you are tested. See Addendum C Section 10 in the contract for more information. If you have any questions about this new rule, please contact your Zone Committeemen. Below is the new rule from FRA Administrator Amit Bose.
Journeymen Status
Any member that has obtained their journeyman card with blended time must reapply with the local for journeyman status after 732 days of performing carman work.

To the members...
A letter has been issued to clarify the application of seniority for maintenance specialists. The link below it explains the two ways to establish a journeyman seniority date. Please post at your locations
Any members who are going on a leave of absence other than short term (six months or less) such as workman's compensation, Family and Medical Leave Act [FMLA], or any other leave of absence must pay $5.00 a month out of work dues. Any questions about this process please refer to the 'Members Resources' page. This is very important. If this is not done and you are delinquent on your dues for two months, you will be suspended and will have to pay a reinstatement fee of $400.00 and all back dues to be allowed back into the union.
